The method explicitly says take no new position at the POC/mid-range, and volume is near zero with flat 5m delta (Σ -0.2 BTC) — a poor reaction, no participation. No tradeable Tier-1 level (pdL 63,604.5, pwPOC 64,637.5) is in reach with a trigger, and there is no established trend to join, so the level-quality and confluence legs are both missing.
