The 04:00 UTC 15m candle did close down through developing VAH $64,416 (and VWAP $64,397), but the reaction is too poor for the stricter standard required after two consecutive losses: only 5.0 BTC volume, flat 5m delta, and essentially flat 4h OI. Despite bearish CVD and CCV short bias, order-flow participation is missing, so I pass rather than short a weak break.
